Patrick L. Kennedy

Patrick Kennedy is a newly promoted Director of the ORCA Division at Metron, Inc and a new member of the company’s executive team.  He joined the Metron Team as a senior analyst in 2009, bringing more than 20 years of management and leadership experience in the civilian, defense and intelligence sectors to his role within the company.

Since joining Metron in 2009, Patrick has expanded his role at Metron, leading and developing new business opportunities from concept to capitalization while continuing to consult with government customers in strategy, operations, technology, research and development and portfolio management.  A dedicated team leader and team builder, he offers an established network of peer relationships throughout the intelligence community (IC) and a unique perspective of joint mission operations having served in military and intelligence agency capacities.

Mr. Kennedy has spent the last 7-years consulting to the Chief of Naval Operations, Information Warfare Directorate (OPNAV N2N6), The Space and Naval Warfare Systems Command (SPAWAR), the Office Secretary of Defense’s Special Project Missile Defeat, the Strategic Capabilities Office (SCO), Joint Special Operations Command (JSOC) and the Intelligence Community.

Mr. Kennedy is the forward face of Metron’s Division-4 onsite at the Pentagon and provides direct support to Director of Warfare Integration – helping manage an annual budget of $12 billion dollars for all Naval Space and Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance (C4ISR) systems. As the on-site team lead within the Warfare Capability Integration Division, his responsibilities include Portfolio Management, leading Programmatic and Capability Assessments, Requirement and System Engineering Analysis and focused budget investment.

Most recently, Mr. Kennedy helped lead a diverse team of experts on a high impact – highly visible, rapid capability development national defense project.  He helped lead the innovation of a dynamic targeting model with advanced long range weapon kill chains and the prototyping of a naval and joint targeting capability. Under direction and funding of OSD’s Strategic Capabilities Office (SCO), the project is transitioning to the naval service and component commands.

Prior to joining Metron, Mr. Kennedy held positions at the Naval Criminal Investigative Service (NCIS), the Combatting Terrorism Technical Support Office (CTTSO), and the U.S. Naval Academy (USNA) that allowed him to gain invaluable experience assisting in all aspects of program management, budget planning, rapid prototyping, acquisition of new and advanced technology, recruitment, planning and logistics.

He is an exceptional briefer; as a regular guest lecturer for Navy’s mid-level career Intelligence Course, warfare seminars and presenting lectures to Naval Academy students on relevant experience in the Intelligence Community and on National Security affairs.

Mr. Kennedy began his career as a Naval Officer serving 7 years active duty. He is a qualified Surface Warfare Officer serving on two warships. His last tour of duty was with the Office of Naval Intelligence as Counter Terrorism and Operational Intelligence Analyst.
